The Figaro site is the final piece of the puzzle to complete Zaanstad's city center. On this complex, highly inner-city location, the municipality wants a green, innovative and sustainable icon with some 195 homes and business activities to be developed, including a large public transport bicycle parking facility and, around it, a lively, accessible and safe public space. This is a combination of a development for the account and risk of the market and public works contracts.
Cooperation model: partner selection
On the advice of Pro10, after consulting the market, the municipality chose to go for the partner selection model. This is a cooperation model in which the municipality and a market party, both make an effort as partners to gradually arrive at a feasible development that fits within the frameworks and meets the ambitions as much as possible. Given the Didam judgment and government contracts, this partner was selected via a European tender.
Make room for interaction with the market
The tender focused on selecting a demonstrably suitable partner to work with the municipality to shape a final design and ultimately realize the development. A ‘competitive procedure with negotiation’ was conducted under the direction of Pro10. Selected parties submitted an initial tender, followed by discussions to further improve tenders. This resulted in the contracting of a suitable partner with an appealing plan: Palazzo Figaro.
