Municipality of Meppel conducted research into the establishment of contract management within the municipality. Coppa was asked to convert the results of the research into a concrete advisory report and plan of approach. Geert Lubbers, Anne Slob and Job de Bos carried out the project for Gemeente Meppel with great enthusiasm.
Research
To take stock of the current situation, a spend analysis was conducted and previously established assumptions were reviewed. The desired situation was also mapped out. By talking to several stakeholders within the municipality, support was created for concrete improvement proposals and the way in which contract management can best be organized.
Implementation
During the execution of the assignment, the project gradually moved from quartermaster contract manager to the actual implementation of contract management. In addition to implementing the desired contract management system (CMS), a manual was drafted describing principles and practices for implementing contract management. In addition, Coppa indicated the concrete steps to be taken to reach the desired maturity level.
